Department for combating terrorism is to:
-
implement
relevant international instruments and standards;
-
develop new
legal solutions pertaining to the fight against terrorism;
-
develop
strategic and action plans;
-
monitor over
timely and effective implementation of laws and regulations on:
counter-terrorism, suppression of groups engaged in smuggling of weapons for
terrorists, NCB weapons, and financing of terrorism or groups supporting it,
especially those indicated as linked to other forms of organized crime;
-
coordinate
activities and cooperation with agencies within the Ministry of Security, as
well as the other BiH institutions relevant for counter-terrorism;
-
cooperate with
international organizations.
Department for combating misuse of narcotic drugs and
precursors is to:
-
receive and
analyse reports on: criminal acts and offenses pertaining to narcotic drugs;
persons convicted of criminal acts or offenses related to narcotic drugs;
imprisonment and other sanctions imposed on the perpetrators; seized quantities
of narcotic drugs, psychotropic substances, plants and precursors; financial
assets and other properties/benefits gained from illicit trafficking of drugs, and;
customs offenses related to narcotics;

collect and
analyse the data on annual needs for legally prescribed narcotic drugs that can
be produced and placed on the market;
-
monitor cultivation
of plants as well as import, export and transport of narcotic drugs and
precursors based on reported authorisations of competent authorities;
-
cooperate with
bodies at all levels of government, social welfare institutions, educational,
cultural, health and other institutions, religious communities, associations,
foundations, media, as well as with legal entities and individuals aiming to
prevent drug abuse;
-
cooperate
with international bodies, institutions, associations and other legal and
natural persons, and ensure effective international cooperation in field of prevention
and suppression of drug abuse, especially the illicit trafficking of narcotic
drugs;
-
perform the
other tasks relating to suppression of narcotics entrusted to it by the Council
of Ministers or the Commission on Narcotic Drugs.
Department for combating organized crime
and corruption is to:
- monitor,
study, analyse and asses the overall situation in fighting organized crime and
corruption, especially with respect to adequate, effective and timely
implementation of laws and regulations;
- monitor
and analyse: international conventions, agreements and other legal instruments for
combating organized crime, as well as relevant laws and bylaws in BiH aiming to
evaluate their compliance with international regulations and standards;
- propose
initiatives for harmonization of domestic legislation with international
standards and instruments;
- monitor
implementation of applicable laws and bylaws in BiH, as well as to provide reports
on the subject;
- cooperate
and coordinate activities with relevant bodies of the Entities and Brcko
District, as well as to cooperate with relevant bodies of the Council of
Europe, the European Union, the United Nations, the SECI Center and the other
countries having bilateral agreements with BiH on combating organized crime and
corruption;
- participate
in proposing and drafting of monthly, semi-annual and annual work plans on the
fight against organized crime and corruption, as well as provide monthly,
semi-annual and annual work reports;
- provide
professional assistance to the agencies within the Ministry competent for
implementation of activities in the relevant area;
- perform,
as needed and required, on-the-spot checks of the manner of execution of tasks
and implementation of laws.
